After upgrading to Big Sur (macOS 11), the following errors may come up after a reboot: 

In Big Sur, with version 4.9.00086 installed, run this command to uninstall: 

sudo /opt/cisco/anyconnect/bin/vpn_uninstall.sh


After the uninstallation process completes and the computer reboots, the Cisco System Extension error no longer appears. 

Download the latest VPN client from Blink, currently 4.9.05042, and install. https://blink.ucsd.edu/technology/network/connections/off-campus/VPN/mac6.html 
NOTE: For Big Sur, the minimum version is 4.9.04xxx.

The following notification will appear following a successful installation:

This is a default macOS notification informing users of the possibility VPN traffic could be filtered or monitored by the VPN service provider. Fortunately, UCSD runs the VPN service and network activity and monitoring will not have changed from any previous use of the VPN service. 


Clicking Don't Allow will cause the same notice to appear repeatedly. It is as safe as it was previously to click Allow, which will allow the newly installed VPN client to work.
